The two categories overlap — most custom-exempt plants also operate under USDA inspection for their commercial production, so a facility can appear in both groups.
USDA-inspected plants slaughter and process under federal inspection, and their products carry the USDA mark of inspection for commercial sale. Custom-exempt plants process livestock or poultry for the animal's owner, and that meat returns to the owner rather than being sold.
